External WMS doesn't work

External WMS sources must be in WGS84 format and must be available via regular URL without intermediate handshake and authentications. Also, it must transmit the valid layer metadata.

The URL must contain the following description of the source:
Capability/Request/GetMap/DCPType/HTTP/Get/OnlineResource/@href
